Subject: Remove preprocessor conditionals on `lint'.

Remove preprocessor conditionals on `lint'.

Treat all tests for `lint' being defined as false.  Don't know when
anyone had a lint(1) that could be run on the source, but none of the
areas had been touched in git's history, and at least one would have
been a compile error had it been defined.
